After multiple special teams fail to rescue a growing population of hostages held by Iraqi dictator Saddam Hussein, retired Navy pilot and American hero Topper Harley is called back to active duty once again. On orders from President Benson, Harley and his partners, Harbinger and Rabinowitz, parachute into Iraq and struggle to free the hostages -- including the husband of Harley's old flame, Ramada .
